puzzling boost problem

The car is a 97 aero maptun/3. I recently had a new head gasket put on, and at that time I had the head gone over since the engine was open, so a valve grind all around. I picked the car up and everything is good except I do not have the same boost as prior to the head work. It boosts like it is in stock form, it holds boost just into the red, but I was able to peg that gage prior to the head gasket.
I brought it to my mechanic today, we went through all the obvious stuff, loose hoses, new boost valve, and we even went as far as taking the valve cover off to make sure that the timing chain was installed correctly, and it was.
I have a spare maptun/3 ecu, so we swapped that, but the result was the same, boost just into the red, where it holds, but that is it.
So my question is what are we missing? Why don't I have full boost?
Any help is appreciated
