You'll have to pull it apart to find out but any contact with the housing beyond minor and you have to replace it. Pull the outlet duct off the turbo and wiggle and turn the shaft and see if it hits the housing.
While you are there check all the ducts and rubber boots well as they can cause the same noise.
Also as a real odd thing I have seen. Check the big hose that plugs into the intake behind the throttle body and make sure that it is secure[I would go so far as to wire it in] and then run it. Believe it or not I have seen the exact same symptoms from this hose popping out under boost and sucking itself back in under vacuum.
the kits work well. There are good instructions on the web if you email me I will dig them up. They are some that I had posted awhile ago and come from a caterpillar manual that I had.
There are people that say you can't rebuild without re-balancing the turbo but you will notice that Caterpillar doesn't mention it and they are a really conservative company.
