a few things on BOVs
you want it closed at idle to keep from sucking in dirt at idle or put a filter on it
on a LH car you definatly want it closed at idle
Ive found adjusting the tension, like a WG actuator will often limit its travel before actually fixing the leakage,(you want it to flow well) so put a stiffer spring in itto keep it shut at idle but still allow full travel of the piston,
I actually stretched the spring in the gredy copy I bought for my NG
mine will T T T T T T T backing out of the throttle lite in boost but gives a solid PSHT when more air is dumped
part of what you may be hearing is the WG being modulated by the BPV but also oscilation or almost harmonic pulses can be caused too I know some will put a restrictor in line with the signal hose to reduce this pulsing
