I assume that the SMBC is set below those pressures. That would make the ECU responsible for the observed boost levels... unless the SMBC was sticking for some reason; something that has never been reported.
Unless you closed the throttle, there should be no expectation of the BPV releasing pressure. Was BPV leaking? Perhaps something was going on with the time constant to charge the BPV leading to a leak-charge pattern, but that is pure speculation.
I would inspect hoses, VAC lines and clamps for other sources of leaks that might come into play at 25 PSI, but that does not explain why it went to 25.
Is the SMBC adjustment locked down? A leak downstream of the SMBC would turn it into a MBC. An open line to the SMBC or downstream would create unlimited boost.
