When you bypass the solenoid, the system will generate base boost, so your report sounds like normal.

With the APC solenoid hooked up, if you still get low boost, the solenoid valve may be fouled. Several have reported success by blowing the valve out with shop air and some have also used WD-40 while doing that.

Read carelully and at your own risk: On can disconnect one of the APC hoses, to the turbo or to the wastegate actuator, then drive with a very cautious throttle and explore what boost can be made. You will have the ability to create very high and dangerous boost levels so do watch what you are doing. The boost will come on very fast and in a non linear fashion. You will need to back of the throttle abruptly to head off high boost. After noting results, reconnect the APC hose ASAP!

If you cannot get to normal peak boost levels while doing this, the system is not boost capable, and you then need to find a leak source or a defective BPV or ???. If you can make lots of boost this way, then the problem is the APC valve, or how it is connected/driven.
