BPC valve test

I posted a couple of weeks ago on this subject but couldn't test things until recently because I had other problems - namely my hood release wasn't working. My car is a '95 9000 Aero 5 spd W/ JT 3" exhaust, K&N and upraded ECU plus a brand new DI and new BPCR7ES11 plugs gapped at 1 mm. I am only boosting to the yellow/red area then it backs off. I unplugged my BPC valve and the base boost was only to mid yellow - so the BPC valve is definately adding some oomph, just not as much as expected. Is is possible that the BPC valve is only partially working thus not allowing the boost to go into the red, or is the cause probably something else. Per Dean's recommendation, I plan on getting a SMBC, but I would like to solve the root issue first. Thanks.
