cleaned BPC - no luck.

Per Jaks recommendation, I cleaned my BPC to see it I could get the boost into the red but to no avail. The BPC is at least somewhat working because when I unplug it my boost drops from RED/Yellow to mid yellow. The symptoms are the car pulls like hell until I hit the red/yellow lines and then it backs off. The engine rpms actually go up at this point but the acceleration goes down. I am guessing that the turbo pressure is being blown off somewhere, but where & why? All the vacuum hoses seem ok, but I really don't know how to test them. Any ideas? My car is a '95 9000 Aero 5 spd with 3" turbo back exhaust, K&N and upgraded ECU.
