the WG is in the turbo, and controlled by the attached wg actuator pot that the vac hose goes to.
the stock actuators, with hose directly connected to the compressor outlet, are designed to control boost at 4-6 psi, and can be adjusted above and below these levels. This is the 'basic boost' setting. (see faq for adjustment method)
greddy type controlers (and saab apc) can only raise the pressure above this basic setting.
I suggest a c900 saab turbo unit, with an 8V-T actuator pot. This should allow you to set boost level directly at 3 to 6 psi.
For more boost (not recomended) and/or quicker response as occurs with greddy and hks controllers, just get a hallman valve, installed directly in the act to compressor vac hose. Less than $50 from dawesdevices.com.
