You should get a Bentley manual as they have a good procedure for adjusting base boost. I would guess your's is low at 3 PSI just from past experience. Go to Sears and get a vacuum/boost gauge. They measure up to 10 PSI boost -- take it off when you get your base boost set as this gauge will peg. They may have one that goes to 30PSI, but I wanted better division on the gauge gradients so I could get the PSI amount nailed.

You can pull any of the vacuum lines on the manifold, and place a tee fitting so the vacuum/boost gauge is measuring conditions. Simply take off the connector at the solenoid valve, and then go for a drive. Try 3rd gear on a hill and pull it WOT. The specs for a 1989 is 5.4 to 6.2 PSI. If it is low, be very careful adjusting the wastegate arm. Read all the caution notes in the Bentley to prevent destroying your wastegate. You may have difficulty getting out the cotter pin in the wastegate arm as well. Mine was welded in by years of rust.

Once your base boost is set, then make sure your timing is correct. Also make sure you get some retard out of the distributor under boost conditions. That is a tricky manuver -- I used a bike pump to pressurize the distributor servo and then watched a variable timing light to see that retard had occured. If you don't get retard, you will detonate, and the APC will tell the wastegate to open. I put a 10 degree retard feature on my distributor, and an SMBC -- it boosts up through the red and we did not mod the APC box. I would leave it in the nominal position until all the other adjustments are in harmony. Good luck!
