Boost back off at higher rev. Need help!!!

Hi guys,
The car is '97CSE, B234L engine. I've fitted the car with the MBC since last year on the T25 turbo. By doing this, I noticed the boost back of at higher rev. (ie 4-5K rpm) even I used the MBC. At the time, I thought it was because the small T25 turbo...
However, just last month I've got a new turbo GT2530 ball bearing tied up to the engine. However, with this turbo (quite a bit bigger than T25), I still got the boost back of at higher rev (it also on the MBC). I've set the MBC at 1.0 bar, but it backed off to around 0.80-0.85bar at higher than 4.5-5.0 K rpm.
I just wonder, with this big GT2530, I'm afraid that the boost back of problem might not cause by the small turbo purely. Anyone know what's the real culprit of this back off? Any suggestion on this problem? I've the stock wastegate, 3" DP+Catback, K&N intake. What should I look for to solve the problem first?
TIA Guys!
Darrel
