9k 96 200BHP, ECU or BPC valve ?

Hi,
I have over boost even at half power, fuel pump cuts out.
If I disconnect the cable from the BPC valve I get base pressure
(half way in to yellow), when connected it goes deep in to red.
Measuring resistance, I only get 3-5 ohm bettween 2 of the pins
on the BPC valve.
BPC valve part no. 7485576
All advice is welcome
