Base Boost issue continued

Well after some recent advice i tried to reset my ecu. The car is a 1995se.
I disconected both terminals on the battery for the night thinking that would do the trick. This morning i took the car out for a test run and im still only at 6lbs. of boost. Did i reset the ecu correctly? also im running a MBC+A so if my BPC was bad that would not matter right?
This all happened a few nights ago when i got a fuel spike and a vac line for my aftermarket boost gauge poped off the map sensor. All the vac. lines look good i dont understand. Could the anticapator be bad?
Please help!!
