9-5 ECU Swap/Tuning and OBDII Emissions Test

I'm buying a 1999 9-5 2.3lpt (auto) with a blown engine and found a B235R with Turbo from a 2000 Aero to put in it. I understand that it will need the Aero or aftermarket tune to get the performance out of this swap. My questions are...
Is there a difference between the lpt and Aero ECU other than the tune?
Can my current 2.3lpt ECU be reprogrammed to get the same performance as the Aero out of this setup?
If not, I can get the Aero ECU as well, but it will need to reprogrammed anyway with my current VIN to pass our state's OBDII Emissions test (from what I've read). Can the tuners reprogram the VIN in the ECU?
After reading alot on this board, there doesn't seem much difference in the B235E and B235R engine itself, it's the turbo and the tune that make the difference. Is this true? If so, I could get an "E" engine and the "R" turbo and put the savings towards the tune.
Thanks for your help!!
