The answer is it will not harm anything. If you are getting surging, then the timing may well not be retarding enough to counteract knocking, however, there are some serious and somewhat worrisome contradictions in your approach.

While not wanting to make your car into a rocket, you are still aiming for 20psi of boost on otherwise stock (right?) internals, with no timing light, and no intention of checking the timing light.

I would not run my car at anywhere near that much pressure without a timing light, or having it checked and set with a borrowed one. It is easy, quick, and makes me feel comfortable driving my car hard.

The difference between no knock and fatal engine damage due to predetonation at those pressure levels can only be a few degrees. You may be tempting fate.

Having the timing too far retarded during boost will make the turbo spool slower, and make off boost driving more sluggish. The retard stop modification is meant to be used in conjunction with a timing light so that you can bend the stop to allow say 10* of timing retard instead of 6* at full boost, so that the static timing can be set more advanced for off-boost and low-boost driving. I run mine at about 22* advance retarding to about 11* by 15-17psi (and 20-21psi with a Group9 Stage 2 APC), which gives a very torquey low- and midrange while providing steady full throttle boost.

Cheap timing lights run under $45, really nice ones that will last you a lifetime working on cars run ~$90.
