This is specific to a 2000 Jetta I am rebuilding the bottom end. The Bentley manual came yesterday and I found my answer. All the bearing bolts in the bottom, the crankshaft bearing caps, the con rod and even the bolts for the speed wheel (equivalent to the CPS sensor wheel on our 2.3L engine block I guess) call for tightening to spec with additional 1/4 turn. So all bolts in the bottom end cannot be reused. The speed wheel bolts are tightened only to 10 N-m (6 mm bolts I guess) with additional 1/4 turn and VW require new bolts if they are removed.
The idea is to keep everything inside the crankcase to not come loose.
