Overboost

Looking for advice with overboost on my 99T. APC is '84 with rpm signal, transducer and selinoid. Yes it's a B-turbo with the old style wastegate, set to 5 psi now. If I set the APC all down it will only allow base boost. Up a little to allow a little boost, and I'll start getting overboost at 5k. Up the APC a twitch more and and overboost starts at 4k. And I mean a twitch, F set to bottom, K normal, and P just up slightly. Not even close to the normal marks on the box. So I suspected the transducer, and have tried 2 suspect used ones. I haven't yet jumped the transducer wires. But leaving the tranducer wired and plugging it's vacuum renders similar results. The diaphragm is new and the wastegate works great when adjusted and APC disconnected for up to 14 psi. Do I find a known good transducer? Decide the old wastegate doesn't like actuation?
