Modulating the boost with the throttle is a lot harder than it seems. The trick with the boost controllers is to keep the wastegate completely closed until the desired pressure (the desired pressure of course is the pressure right before fuel cut-off) is reached and then open it up. If you just take off the hose to the acutator, you will never open the wastegate, so you'll be hitting the fuel cut-off most of the time. Believe me, if you are trying to merge into traffic and you're not watching the boost gauge, you don't want to hit the fuel cut-off. Just spend the $35 dollars and try the MBC. It will take some time to get it dialed in, but it is worth it (that is if you have the T5 ECU, don't think it works on the T7). Hope this explains it and I hope I didn't lie while explaining it :-)
