It'll have a function called "duty cycle". Most PWM signals work that way, it's the percentage of "on" vs. "off" time that's important.

There are a few that do NOT work that way, what's important instead is the frequency of the signal. In that case, you'll want a meter with a setting that says "frequency" or "Hz".

Depending on the meter, you can sometimes use a regular DC range to measure duty cycle. In this case you have to know the peak-to-peak voltage of the signal, then take a DC reading and compute the ratio. For example, if you have a PWM signal that alternates between 0 and 5 volts, and you get a meter reading of 2.5 on the "DC volts" range, the duty cycle is 50% (2.5 is 50% of 5). If the meter read 1.25 volts, the duty cycle would be 25%. This technique is not very accurate, and doesn't work at all with some meters (analog meters actually work best for this since they have a slow "averaging" type of response). But it could get you in the ballpark depending on what you need.
