I think you said this, but to clarify:
Higher spark voltage will make a hotter, more powerful spark and start combustion around the spark plug electrodes better. Higher spark voltage can also arc across a larger spark plug electrode gap for given ambient conditions (mainly air/fuel mixture in our case), also increasing the volume of intake charge directly ignited by the spark which helps start combustion more efficiently.
And since all insulators will dielectrically break down and conduct at a certain voltage potential, wires meant to carry a 25k volt spark will probably not adequately shield a 40k volt spark.
You are correct than many coils could produce a 40k volt spark, however that would require amplifying the input trigger voltage by 60% to make up the difference. But again, a coil meant to put out a 25k volt spark likely does not have sufficient insulation around the internal windings to not arc internally while making a 40k volt spark. (Nearly) all electricall devices are given a maximum voltage rating for this reason.
Higher spark voltage is not just a matter of being able to fire a plug, but what effects the higher voltage has on combustion. This is also the methodology behind multiple electrode plugs, like the Bosch Platinum +2 and +4, and the reason why alcohol race cars usually use 'side-gapped' plugs. Instead of changing the spark voltage, you change how the fuel charge is exposed to it.
