Te05 upgrades?(long)

well, im currently working out the turbo overhaul on my 91 9kt. i have looked at having my t25 upgraded to a t25/28, but i would like to leave the T25 frame as i havent had many good experiances with them. A td04 18t would probly go really good, and be pretty much exactly what im looking for, but alas, i do not have access to a Td04 6cm2 so i cant have an 18t built.
T3 based turbos seem to go very nicely, but there a 70s design so there far from perfect, though they are quite reliable imho.
recently i have been looking at a Td05-16G. it would mount to the T3 flanged ex manafold, but i would have to refab my JT dp.
im certain that if i wanted to i could make a mitsu te05 fit my 9k with little trouble, and i believe i could make the JT dp fit it as well. Im asking about this turbo because i have one in my possetion, and would only require sending it out to be upgraded.
i would like to know what is the biggest wheel that can be mated to the te05 unit, and what hp area it would support.
im looking for around 250whp, but i would like a little overkill so i could raise the hp a bit without upgrading the turbo.it would be nice if it were around the same size as the 18T, slightly bigger if possible. i would also like to think the T3 exaust flange is higher flowing then the T25 flange, as it seems considerably bigger.
TIA any imput is appriciated.
