There are many different combinations of wheels and housings for the T25 and they are not all the same. The ng900 t25 has a smaller inlet on the compressor housing and a 5cm2 turbine housing where the 9k t25 has a larger tube inlet on the compressor housing and a 6cm2 turbine housing that allows for better flow.
Plus, things like better heat-exchangers or intercoolers will bring that intake air temp down and make more power, a larger 3" dp and exhaust reduces back-pressure and allows for more hp and more fuel helps and of course something like water/methonal injection can bring a turbo that is running slightly out of its effieciency range air temps back down to an acceptable level and allow for more hp.
