The words "I hardly ever get over 2K" are virgin territory for the Performance board! Letting your engine rev is a great way to improve it, IMHO - definitely open her up a bit. You don't have to do it all at once. I'm assuming you have an auto but you can hold it and change manually. You could try some injector cleaner in the tank too, there could be spiders in there.
But frankly, I'm puzzled - you don't have a turbo on your n/a car - are you planning to fit one (not straightforward) or buy a turbo-equipped car?
Either way, changing turbos isn't the first step in making a car go faster and is unlikely to make sense unless you are taking performance up several stages, with other hard- and software modifications. So as you say, it would be a waste of money and you already have plenty of oomph at the disposal of your right foot, you're just not tapping it.
