Sure you are checking base boost right? I think Nick has the method on his website genuinesaab.com
Something has to be wrong with the install or you have a big boost leak or something. Just stretching the spring 1/4" will give 8-10psi and I have got them all the way up to 15psi for my gt3076. You might have the flapper open a litle bit, they can get stuck on the inner section of the dp on occasion and they are not fully closed. 3-4psi base boost is pretty low, something has to be going on. Make sure you are checking base boost correctly, its not the same as t5 base boost method and then start looking for issues with the waste-gate or a boost leak.
