please advise , running out of time for low boost fix

I just did a tune up with all the right parts on my 88 spg . plugs , cap rotor , wires , air filter and AMM adjust so there is 0-12 volt swing at test plug above right fender as originally explained by Anders (swedecar) . peak boost was ~ 6psi .~9 after tune . boost with apc solenoiud wire dicconnected ~2psi after tune . 88spg peak spec is 12.3 +/_ .7 . when I checked the wastegate and actuator I found ~ 8 threads exposed on the actuator arm . also after removing the circlip I noticed the actuator is applying a decent amount of pressure to the waste gate pin that the arm is attached to . I had to pull the arm out with a bit of force to take the pressure off the pin so I could easily slide the arm off . what could be causing my low boost . the actuator seems to require about 10 pounds ( maybe more , its pretty hard to pull out while lying under car) of force to carefully pull it out to where the waste gate would be open . could it still be too weak and require a helper spring or is the low boost originating from somewhere other than the waste gate and actuator ? I'm concerned the gate won't open if the rod is any shorter . the gate moved freely once disconnected . thanks in advance , sorry post was so long .
