Don't forget back pressure. How's your cat? If it's clogged it can limit flow. Also check your APC fuse.
I'm dealing with the same issue right now, but I'm only boosing to around 12lbs. I spent the entire day yesterday trying to diagnose the problem with no luck. I pulled and checked every vac line (they are all new thick-walled silicone). I swapped components with my other car which is similarly set up and running fine. Swapped red box, swapped solenoid, swapped MAF, swapped bypass valve, swapped intercooler. I checked the plugs, wires ignition system. Retightened every hose clamp. Still no change. I haven't checked the cat yet. I'm thinking of pulling it and putting in a test pipe.
My car is modified and when I do get anywhere above 12psi (which is a chore) the engine starts stuttering badly. (Not fuel cut, actual stutter). I believe I'm running rich at that point. My exhaust tip is all carboned up. I don't have a wideband a/f gauge so I can't be sure that's what's causing it.
I also noticed while driving the car home the other day that my temp gauge barely registered above "L". Even after a 40 mile drive. Possibly my thermostat is stuck open. Could that cause boost and drivability issues?
