The check valves in the evap purge circuit can go bad, causing loss of boost into red. Try removing the top hose from the BPC and plugging it temporarily. The nipple on the BPC can remain open. If the boost now goes into red, this confirms the problem is in the evap purge circuit. You can drive with this hose removed and plugged indefinitely with no negative effects to the engine. There is still a very small loss of power possible compared with repair and replacement of the defective check valves, but the turbo/ECU should be able to compensate. I chased symptoms like yours in my 9-5 Aero for quite a while and did similar work trying to remedy until I found this as cause. What you've done so far is good preventive maintenance for a 2001 anyway. Good luck, I hope this works for you.
