Why doesnt my '01 Aero 95 overboost all the time?

I have owned my car for a few years and never knew about overboost until recently. My undersranding is my car will boost into the red part of the gauge in my car about 1/4 to 1/2 way into the gauge for 20 seconds. I tried it recently when I drove to work while in 5th gear and it did boost into the red but only a few times. After i did it a few times it would not go into the red anymore. Should it all the time or is it dependant on outside temperature or any other parameters. I tried it today and it woudn't boost into the red at all. One other thing is when I tried it again recently I experience a fuel cutout while 1/2 way into the red but that is another issue I need to figure out. Just incase I squirted some maf cleaner into the ports on the bpc today and blew through the ports. My first issue is should I expect to be able to overboost all the time. By the way I have a something like a Dawes device on my car to help with quicker spool up.
