first thing is although not your main culprit for base boost, it sounds like your solenoid is shot. Im sure youve seen before but there should be close to 3ohms on pins 1-2 and 2-3.
second thing is the DI/APC actually will send signals to the solenoid just off idle (least that what it does on mine???)
I have been running my '89 9KT since march of this year with complete harnesses (both) and -908 ECU that came from a '91 T. Everything is great except I only have base boost due to the fact I have a mismatched DI box.
I would personally consider if and only if your mechanic can guarantee parts and keep the cost very low to go ahead with the TCS install. If not then you "should" replace both ECUs and harnesses from a non-TCS from '91-'92.
