I'm not really sure why anybody thinks this doesn't work, many racing engines have indexed spark plugs because it does in fact offer some benefit as minimal as it may be. The downfall is that you either have to assume your engine will benefit from a specific index degree, or do it right and test various indexes on a dyno. In reality, unless you're going to race, it doesn't make any sense to go the dyno route. Maybe you could reset your fuel economy gauge every day for a week or so, noting your economy often to get as accurate of a representation of economy as you possibly can. Then index your current spark plugs and repeat the analysis of fuel economy. If you install new spark plugs before you determine if you see any increase in fuel economy, this test procedure would prove fruitless because your current spark plugs would act as the control.
