Why does my Viggen hate Ethanol?

Around these parts the highest octane we can get is 94 and it's laced with up to 10% ethanol and it's a know fact that SAABs run poorly on this fuel. For the first tank or two one will notice a bit more extra power (butt dyno so is it real?) but after that it drops. Cold starts become difficult and start/stall is the norm. Why would this be?
The non ethanol option is 92 octane.
My Viggen has a stage 4 Nordic tune for 92 octane but this is not specific to my car.
