The one I made will take one 7474 chip and one 74132 chip. This is what they call a BDM or Background Debug Mode programmer for the Motorola 68000. It's the simplest programmer, but I believe it's also the slowest. Slow means it takes maybe a minute instead of seconds... big deal right? I use DOS from a floppy, so this is definitely low tech. It will take a lot more reading than one post to figure it all out though. Schematic attached below...
