Lowering springs - Need education

My situation is this - Just put 16" aero wheels w/ 205/45's on my '88 SPG.
I now have more clearance in the front than I care for, about 2.5 to 2.75
inches between the tire and fender. The back is ok - about 1.75 inch clearance. What I want is for the front to come down no more than an inch or so, and the back to stay pretty much the same as it is. I've checked
the likely Saab sites (SPG9,SD,SAS) and they all have lowering spring kits.
My question is this - do these kits just lower the front or do they lower
both the front and back? Also, if these kits lower all the way around, is
there any other place to go to get a set that will just lower the front
and keep the spring rate consistent all the way around?
Another related issue - Can I use stock shocks w/ lower springs?
