to replace R134a. As easy as just evacuate and drop in. No need to pull vacuum.
I retro-fitted my C900 w/ HC (envirosafe), and noticed much less power loss when compressor kicked in (barely felt it), compared to R12 freon. Also blew very cold air.
Have not tried on my 9-3, but will retrofit when time to charge up. But unlike your case I do not feel much power loss 'as is'. I got manual boost controller + K&N, but it should not really matter when cruising. Have you checked charge pressure etc.? Maybe bad compressor?
