I'm betting the initial upgrades you were talked will net you 8-10 hours of professional time. Figure four hours on the turbo, two hours on the injectors, an hour on the APC box and two hours on the pump. I believe that's pretty close to "book time." If you've got a cylinder head swap in there, figure another 6-8 hours of book time.
HOWEVER, if you're swapping cylinder heads replacing the regulator, turbo, and injectors is zero-time since all that has to come off anyway. The APC box is 20 minutes (on an '86 it's a snap) and a fuel pump an hour *tops*.
I think you're getting ripped... 10 hours to do everything including the head swap is generous, so unless you're getting charged $150/hr...
