Air filter in fender gets soaked .

As previously posted I moved my air filter to the inner fender and it works great. However in rainy weather it gets soaked - would this have the same effect as water injection? Anyways I have moved my air filter back to the engine bay - my reasoning is that who cares that if at idle and in heavy trafic it would be sucking up hot expanded air - once your moving things do get cooler under the hood and that's when you may need the maximum boost.
