Anything done to the car will make a difference. Of course you could simply tweak the APC yourself first and see where that takes you, if that doesn't do it then you could get the upgraded one from SPG9 or SD. That's what I did and I found that the one I had tweaked was pretty close to the ones for sale for $300 or more. You didn't mention whether you would get the larger FPR or not. The 2.8 or 3.0 unit would really work well with this APC upgrade. Being that the APC will up the boost, you gotta add some more fuel as well, that just makes sense. You got the numbers right though, a APC, K&N, and FPR will bring you a solid 20 BHP more than stock and you'll be pleased with the outcome. All this really depends on the car being in good shape. Make sure there's nothing wrong/broken first and then add the go-fast stuff.
