What many do not know, is that at 15 psi of boost, the exhaust manifold pressure will be about 30 psi! So, the wastegate does dump (exaust) pressure. Or at least when the wastegate is open, it prevents pressure from developing.
With a variable vane technology turbo, there is no wastegate. The turbine can be so efficient, that the exhuast manifold pressure under boost conditions, can be lower than the inake manifold pressure. Vane controllers are much more complicated than wastegate controllers. You need a VW TDI diesel for for one of those. They are not found in too many OEM sytems.
