Ah, now you know why they are referred to as "retard belts". they are a pain in the ass, are prone to failing, and give the driver a false sense of security.
it could be a bad connection in the wiring. check the connections to the passive belt computer that is located under the back seat. flip up the bottem part of the seat and it should be mounted on the floor behind the driver seat. there are also a couple of extra fuses and relays there. check those. the computer itself could have also quite. swap it with a known good unit (i think viking automotive has one, as they have my old one).
until then, there should be a set of clips located in your tool box that slip onto the back of the belt track so you can use the shoulder harness without needing the motor. if you do not have these email me and I will send you mine, (as i do not need them anymore).
the final answer is to go to a junk yard and pull a set of regular seat belts out, and replace your passive belts. i did it this spring, and i could not be happier that i did.
