Hey JH...
I don't know a THING about the 9-3 engine at all.. or the 9-3 Turbo engine.
BUT, I say if you've got the money, a great mechanic, and willing to run into some problems here or there, go for the NOS.
If nitrous can be hooked up to a trashy Honda, I don't see why it can't be custom installed into your 9-3. I wouldn't have just anyone install it though. A SAAB certified garage, which will be very expensive, but they'll get the job done RIGHT.
The engine should be able to take it, just be careful how much much of a shot you give it. Try out a little, then work out. Talk to SAAB, they'll give you some pointers. I wish I knew more about the 9-3 engine to give you more advise.
I do, however, agree you should get some other performance modifications first. You'd be really suprised how much your turbo will feel like NOS after some basic upgrades are done.
Exhaust (downpipe, testpipe OR high flow catalytic converter, high flow muffler, 3" diameter mandrel bent tubing)
ECU upgrade
Magnecor wires, performance plugs
MSD ignition stuff
etc..
You're going to spend just about as much in the long run with the NOS or the other performance mods because of the price you'll pay to have it installed.
I'm defiantly for the NOS idea though. Finally a SAAB owner who's pushing the limits. Be careful not to end up like Raul pushin 30 psi.. POOF! BOOOM! ( :
