A Stage 1 turbo empties your wallet. A stage II turbo puts in debt, then a after you get the install completed you need a new clutch. :)
In many cases, concerns about turbo lag should be directed at the boost control system, not the turbo charger it self. Onset delay of boost is the net result. The inherent turbo lag is really much shorter. If you want faster spool up you need to replace the OEM boost controller with an advanced controller that will let the turbo do what it can. In many cases the differences are profound. For $35 delivered you can get a ball-spring type MBC that will vastly improve spoolup.
The T25 is very much undersized. The OEM bleeder valve systems need a small turbo to compensate for their slushly controllers. With a proper controller a larger and better suited turbo could be used and the spool up would be quite rapid. A larger turbo with the OEM controls could could be quite sluggish.
So before you contemplate $pendig large amounts of money on turbo upgrades, spend $35 and explore what your stock turbo is capable of.
