Turbo with high low-RPM torque

I am purchasing a car that is equipped with a Swedish Dynamics red series turbocharger. It is designed to produce torque in a higher RPM bandwidth than I desire. I want something that will produce maximum low-end torque. (I don't mind if the boost tops out at 4,000 rpms or so.) I am considering three options:
1) Modifying the existing turbo with a smaller spindle and compressor (least expensive option)
2) Installing a Mitsubishi turbocharger like the ones on the 1990-1992 SPGs
3) Installing one of SPG9’s Stage 1 turbochargers
Questions:
1) Since the turbo housing on the SD turbo is larger than normal, will I ever achieve optimal low-end torque, even with a smaller spindle and compressor?
2) If I determine that replacement is the best option, how does the SPG 9 Stage 1 turbocharger compare to the Mitsubishi (in layman’s terms)? Which turbo would best accomplish my objective?
Any input is appreciated.
