If it doesn't close all of the way, that would make it rev high with little vacuum.
Also check the AIC valve. It could be stuck open, letting air pass around the throttle body lowering the vacuum at the intake.
Other places to check is rubber connections into intake manifold.
If these are cracked or missing, then the car would run like crap because the air coming in is not going by the AMM.
These are most of my ideas...
