Gene,
These chips are specifically programmed to work with stock engine parts, so I have the original FPR (2.5 bar I think) and standard injectors. The chips are giving me as much additional power as the designers intended, or at least I have estimated this since I have not put the car on a dyno.
I think Swedish Dynamics charges $695 for the engine chip; I'm not sure of their price for the fuel chip. You will get most of the power increase from the engine chip alone. The fuel chip is not required (I installed mine more than 2 months after putting in the engine chip) but will give you some additional power and make sure that you don't experience fuel cut off under high boost.
The 1990 model year was a pain to get the correct chips for because of differences between domestic and european programming. You will have to provide both the Saab and the Bosch part numbers from your DI/APC unit (under the drivers seat) and your Jetronic unit (under drivers side aquarium cover).
If you end up with the wrong engine chip your car won't start; with the wrong fuel chip your car will start but ignition will be very rough after which your engine runs normally but without the benefits of the correct fuel chip. You would not install the fuel chip unless you are also using the engine chip.
I have the Red Box; email me directly if you want to discuss this.
