If boost had been steady with the stock run, I indeed could have had noticeably more power than with the Jacobs. Even with the cutbacks, peak power and torque were a couple percent higher without the Jacobs. Looking at it now, there was a HUGE cutback in power and torque at 4000 rpm, then again at about 4750 rpm. The symptoms certainly lean towards too much advance, but the low end torque curve doesn't bear that out - the curves are essentially identical up to about 3500 rpm.
I'm just happy that I am now running more advance timing, and about 2 psi less boost, and still getting the same power. Your boost taper doesn't sound too bad too me... I hit 17ish psi max (and that didn't last long) then a fairly smooth taper to only 12, maybe even 10 at redline.
