A 3" downpipe is definetely not overkill for a 2 litre engine. If I could fit a 4" downpipe in my 9000 Aero, i would get one... That close to the turbo you'll see temperatures nearing on 1000 degr. C. Exhaust gas volume is huuuuuge at those kind of temperatures and the quicker you can evacuate the more low-end response and high-end power you can expect.
As for the Viggen I/C, also referred to as a cross-flow I/C due to it's design, that's major upgrade for your car. You can expect to get significantly better reliability as well as greater power. This is almost a "must have" upgrade for any NG 900 or 9-3 wishing to enhance performance.
