if those mods were done by a previous owner, he most assuredly would have brought it to your attention to justify a higher price.
if you wanted to know if the suspension was upgraded, you could always look at it and see if it's stock (Boge/Sachs) or something else (Koni/Bilstein). With regards to upgraded chip, no, you can't really tell by looking since, but again, I doubt someone would make a 600+ upgrade go unnannounced when selling the car.
I would suspect that the hard ride is more to worn bushings and components rather than aftermarket struts. The fast car sympton could be due to the fact that it's a pretty quick car, even stock.
