Its full name is "rolling road dynamometer", to distinguish it from other (numerous) types of dynamometer such as the "brake dynamometer" that gives us the term "brake horsepower" and the "fluid dynamometer" that measures the heating effect on a fluid (often water) caused by driving rotating vanes in the fluid (both are usually used to measure the output of a motor by direct mechanical coupling).
Since we invented the language, we have the authority to incorporate any terms we like. Unfortunately, it seems we weren't that hot at teaching our language to other nations :)
No-one said we were perfect (well, I think someone probably did, actually, but...)
To cap it all, I'm not English, and compared to my native variation of the language, your form of English would be considered almost textbook!
