I would say that if you crank the spring pressure up on an atmospheric BOV you may not be flowing enough bypass air to cause excessive richness as to stall the engine
which means that instead of keeping the turbo spooled up (part of the reason for the hooter valve) you may be excessively slowing turbine speed on deceleration (or letting up on the gas to shift) causing more lag after shifting
