Tom,
I have a '96 Aero 5-Speed and also doing an upgrade. By reading through many archives here and doing a little research myself, I've come to the conclusion that the best way to increase performance is to start with the breathability of the car. A K&N air filter and 3" downpipe followed by your favorite diameter exhaust and performance cat/muffler does wonders for the car as far as reducing spool-up times and increasing throttle response. If there is still not enough performance after doing that, then you are already set up for most all of the aftermarket tuners' APC upgrades which require that you upgrade the intake and exhaust anyway.
Tuner's such as Maptun and Frank Strömqvist are very knowledgeable and quite helpful and seem to be some of the favorites of this crowd. There are many to choose from, and as one other poster said, beware of tuners that eliminate knock protection.... my .02 cents
