Converting a 9 5 2.0lpt to 2.3lpt

I've heard that the 2.0l engine is pretty much the same as 2.3l engine. My country has a steep car taxation based on engine capacity - that is why only 2.0lpt are imported.
How do I go about doing so?
Once done, I should be able to purchase the T7 upgrade for 1999/2000 mfg version of 9 5 on Saabcatalog that will push the car's performance to 200bhp.
Is this a possible and easy feat.
